Rotating turns a picture around its center, while flipping mirrors it like a reflection. Phone photos often arrive sideways or mirrored, and scans can be slightly crooked, so a quick fix saves time.
Quarter turns are lossless in layout, while free rotation expands the canvas so no part of the image is cut off. Corners revealed by free rotation are transparent in PNG and WebP, and white in JPG.

Quarter turns and flips do not lose detail. Free-angle rotation resamples the pixels slightly, and saving to JPG or WebP applies compression.
Rotating by an angle that is not a multiple of 90° makes the canvas larger to fit the whole picture. The new corners are transparent in PNG and WebP, and white in JPG.
